Citizens of Maricopa County now have a clear, lawful way to place public officials on formal notice regarding the use of Flock and other automated license plate reader (ALPR) camera systems.
What’s Happening
Automated license plate reader systems, including those provided by Flock Safety, are being deployed across parts of Maricopa County and surrounding communities.
These systems continuously capture and store vehicle data, raising significant questions about privacy, data retention, access, and the proper limits of government surveillance.
Public discussion and recent actions by other Arizona agencies have highlighted growing concern over how this technology is used and whether adequate safeguards and oversight are in place.
It is time for citizens to formally request that responsible officials address these issues.
Why It Matters
The continuous collection of location and movement data touches core constitutional principles, including protections against unreasonable searches and the right to privacy.
When government agencies or their partners operate widespread camera networks, the public has a legitimate interest in knowing how the data is collected, stored, shared, and used.
This Citizen Notice gives ordinary residents a simple, formal way to:
- State their objections and concerns regarding Flock/ALPR systems
- Request that responsible public officials examine the constitutional and privacy implications
- Ask for clear answers and appropriate accountability measures
Note: This page does not claim as an established legal fact that the cameras violate the Fourth Amendment. It asks officials to carefully consider and address the serious constitutional and privacy questions the technology raises.

Keep a Record
