Harrell called for returning power to the people:

She reminded the Board that America’s strength is in its citizens and communities — not in outsourcing elections to massive out-of-state vendors. Every dollar spent locally on poll workers and hand counts comes back through taxes and stronger communities.

This is common-sense election integrity. When citizens are directly involved in counting their own votes at the precinct level, transparency skyrockets and trust is restored. Hand counting isn’t radical — it’s how elections were run for most of American history, and many people (including Kathleen) are already trained and ready to do it.
The Board keeps pushing expensive, centralized systems while the public keeps asking for simple, observable, accountable processes. The people are offering solutions: invest in your own citizens instead of distant contractors.
