They removed a citizen… for quietly holding up the Arizona Constitution.
During the February 25, 2026 Maricopa County Board of Supervisors meeting, a man simply displayed Article 12 — the section that defines county government powers and boundaries. No shouting. No disruption. Just the Constitution.
Chair immediately ordered: “Put the signs down.” Security escorted him out.

The citizen calmly pointed out the obvious double standard:
“Actually, ma’am, Steve Gallardo held up a tweet for six minutes ranting and raving and you said nothing about it.”
He was still removed.
This is the same Board that claims to uphold the rule of law — yet kicks people out for referencing the highest law in the state. The official decorum policy (unchanged since April 2024) only bans signs if they actually disrupt the meeting. Quoting Article 12 is not disruption — it’s civic participation.
Allowed vs Blocked. One standard for supervisors. Another for We the People.
The comparison is crystal clear, and citizens are building the record for the ongoing Ombudsman decorum review.
No more weaponizing “decorum” to silence constitutional reminders. The Board works within the limits of Article 12 — not above them.
Times have changed. Citizens are done being treated like subjects in their own county.
