Citizens of Maricopa County now have a clear, lawful way to place public officials on formal notice regarding materials accessible to minors through the Maricopa County Library District.
What’s Happening
Over recent months, detailed documentation has been compiled concerning certain materials available to minors in Maricopa County libraries.
This work includes direct examination of books, their classifications and locations, library policies, and statements from library personnel.

The evidence has been gathered. The next step is organized citizen action.
Why It Matters
Children’s developing minds are uniquely vulnerable. Professional and scientific commentary has long addressed the risks of premature exposure to sexual material.
Existing laws are intended to protect minors.
Public institutions have a duty to follow and enforce those laws, to consider relevant evidence, and to maintain appropriate safeguards.
This Citizen Declaration gives ordinary residents a simple, formal way to request that officials:
- Follow and enforce applicable laws protecting minors
- Consider relevant scientific and professional evidence concerning children’s development
- Review library classifications, policies, access, and safeguards
- Make appropriate corrective changes

How to Sign & Notarize
- Download and print the document.
- Read it carefully.
- Sign the document in the presence of a notary public.
- Keep one complete copy for your own records.
Notaries are commonly available at banks, UPS Stores, shipping centers, and through mobile notary services.
Many libraries and city offices can also direct you to local options.

Keep a Record
Save a copy of the signed and notarized document and a copy of the email you sent.
Every properly submitted declaration becomes part of an organized record showing what evidence was provided, who was notified, when they were notified, and what action was requested.
It is our duty to protect the innocent and to hold public institutions accountable under the law.
